Chaotic Neutral people don't try to murder their brothers out of bitterness and jealousy, or spout fascist ideology, or try to conquer planets to one-up their family, or threaten to have women raped by their brainwashed friends. movie!Loki is Neutral Evil all the way, maybe leaning slightly towards the chaotic.
