Since when is "precocious" an insult or a bad thing?

You've never heard that term used before disparagingly? Huh, maybe language is different over here.
The people I know generally use it to describe kids that are way too knowledgable for their age, or are kind of annoying. Bindi Irwin, for example. Or those kids on Toddles & Tiaras (though in their defense, their mothers are nightmares.)
