The Penguin as a sendup of American presidential politics was perhaps the best savaging of that insane and insipid process ever filmed. Everybody was all, "His jokes and one-liners were terrible!" Hi, welcome to the point. Everything about Penguin was repulsive and horrible, and yet everyone in the film laughed and cheered when appropriate anyway, for all the usual reasons of power and power-worship.
