Is this like a Batman version of The Wire? Sounds like something I could get into.

Never seen the Wire so I don't know about that. It's about the Gotham Police and how crazy things get when you're the police in a world featuring supervillians and vigilantes who dress up as bats. And it's just an awesome, gritty crime comic which has made me want to look into the "noir" genre more because I think I like it.
