Do people mean to be evil? If they so choose, then yes they do. Those people may try to justify their actions, or claim that the world around them made them that way, but in the end you still have a choice.

But what about the fact that people have different conceptions of good and evil, and morality in general? Some people would do things in the name of ethics and goodness that others would call inherently evil. Sometimes misguided well intentions are the greatest evil. Many of the people we think of as evil or as making evil choices are doing what they believe to be good and right.

What is the objective standard for evil?

Just because some things are relative, doesn't mean everything is. And just because some cultures label something as "not evil", doesn't mean it isn't evil. I think it's safe to say ethnic cleansing is evil no matter how much you whine about how it's for ~the good of your country/your race. That's an extreme example, but you know, it's really not that hard to figure out what's evil...in the long term. It's harder to figure out what's good. So finding out what "good" entails is kind of a process of elimination. There's nothing wrong with going "Hey, maybe we should do this! Oh no wait, sorry, that was totally evil. Lets not do that again."
