Wasn't Shane releasing the zombies from the barn so he could kill them supposed to be seen as a bad thing, and a further sign of his impending breakdown that culminated in the finale when he tried to kill Rick?

and basically every other thing he had done up to that point. what an asshole.

Michonne put zombie!Penny between her because otherwise, the Governor would have immediately shot her (Michonne). Michonne was already about to kill the zombie, because that's what you do, you kill zombies. What was she supposed to do? Say she's sorry? Give the zombie over so the Governor could shoot her?

Shane did what he did and it was dangerous, like Tomas at the prison - let them all out at once, which could have potentially killed actual survivors. If Rick had decided to clear the barn of zombies, he wouldn't have done it that way. That's why what Shane did is considered crazy.

She could have held Penny at knifepoint and gotten out of the room, and made the Governor give up Maggie and Glenn, or something. Having Penny alive would have given her a lot of leverage, killing her just made him even more dangerous.
