Besides, keeping a sufferer of an unknown disease out of quarantine is dangerous to absolutely everyone.

Given how EVERYONE suffers from said disease...

It was confirmed at the end of season 2 that everyone is a carrier and will turn as soon as they die, regardless of how they die, unless they were shot in the head.

So being bitten by a zombie will only turn you into a zombie if the bite kills you.

The bite always kills. The only way it doesn't is if it's in an area that can be amputated. So yes, everyone is still infected, but until they die they aren't in any of the danger that a moving, active zombie is capable of.

A zombie that looks like a child is even more dangerous than the adult version since it's human nature to be protective of a child. Michonne herself nearly got bit when she saw Penny. She assumed the Governor was keeping a living little girl and was definitely in the danger zone when she took that hood off.

Just like anyone else who came across her.

Yeah. In TWD, everyone will become a zombie after they die, no matter what they die of. They give it the sci-fi "infection" spin but it's still very classic NotLD rules: Non-lethal bites give you sepsis and fever and you die after a few hours, otherwise anything from heart attack to broken neck to dystentery, you still get up again after you croak, unless someone cuts you up into itty bitty pieces first.
