Not getting into the whole Governer evilness debate - though if you think he's sympathetic on the show I worry for you (and no I haven't read the comics). But by the same logic Rick is a bad person for shooting Sophia while Carol watched and had to be held back. And all of the group are bad people for shooting the walkers in the barn because Hershel was deluded into thinking they could be cured. Yes they all looked a bit mean at the time, but Hershel had been deluded (and later admitted that). So was the Governer.

It's been shown time after time that having even a restrained walker around is dangerous - and just MOMENTS before Michonne nearly got bit because she untied the girl thinking her to be alive. Imagine if Andrea or someone else had found her and done the same thing - only they'd be unarmed because they aren't all carrying around swords in Woodbury.

Yes Michonne was a little petty about it, but Michonne clearly hates walkers and has no emotions about killing them, even the ones she had kept around for months.

If anything showed her true character I think it was how she acted when she thought that little girl was alive.
