Are you sure you read the comic OP?

Because in comic canon, Penny is not his daughter. She's his niece. Namely, his dead brother's daughter. Not sure why they decided to change this in the television series, but.

As for "petty" reasons? Did you miss the scene where she'd just discovered his pet head collection? The pilot--who, if you'll remember, the Governor claimed to have cremated/buried, was among them, as were the heads of her own former "pet zombies." Who were her boyfriend and his best friend at one time, I might add. Or the fact that she found the military trucks riddled with fresh blood and bullet holes?

The Governor is not a sympathetic man, and what he does throughout the show and comics is morally bankrupt. Not to mention she was neutralizing a zombie. There was nothing left of Penny; he, like so many in this series, was simply deluded by hope into thinking there might be.

Did you read the comics? Because the actual comics said nothing about Penny behing his niece; that was only something that was established in the prequel novel.

And the secret said nothing about the comics version of her, so I don't know why that's relevant here anway?

Yes, I've read the comic. And comic canon is completely irrelevant. As you yourself stated, they changed it in the television show. So why even bring it up?

Because some things have been hinted at as a legitimate background (like with Michonne, as the actress has mentioned in BTS stuff), but besides that - everything else besides Penny being daughter or niece, they stated was strictly show canon.
