I gotta say I pretty much agree. Uhura in TOS might have been a minor character, but it was way more dignified than "Spock's girlfriend, used as a plot device for male characters' story and development".

And the thing is, TOS!Uhura was actually REALLY flirty with TOS!Spock in a "ooh a challenge!" way, and he was plenty flirty back in a sort of "hmm scientific curiosity!" way. Which was something that really threw both characters' personalities and identities into sharp relief. If they'd had that dynamic, but more explicit, in the film, I'd have eaten it up with a spoon.

Oh, so much this! I actually do ship TOS!Uhura/Spock, but Nu!Uhura/Spock just left me going "....wut?" (though, frankly, whole movie was sorta like that. I watched it sober; this proved to be a mistake.)

True, I felt most of what they did in the film was kiss... which didn't really do much for me except establish that they were in relationship.

It didn't help that once she backed up Kirk to Captain Pike about the prison break she didn't do anything more that had plot relevance. At least, not that I remember.
