The game out late 2009. No one is looking at it with nostalgia. DAII was released only a year and a half later. DAO was VERY VERY fresh in their minds. I defend DAII a lot, but you're out of your mind if you're chalking people like DAO up to nostalgia.
DAII had a very disjointed plot, very bad pacing, it marketed a "rise to power" and some sort of epic journey, but it did not deliver that (which is not itself an issue, without the bad marketing), it had only a couple of level designs, Hawke was only able to talk to her companions at few fixed intervals (and therefore missed swaths of character development gleaned party banter), any semblance of choice and player agency is stripped from the game (the writers going as far as to simply undo your choices from the previous game).
As a successor to DAO, it failed. As a game in it's own right (which it should not be considered, as it is directly a sequel), it's only okay.
