It is kind of her fault. This is a fundamental deal for their government--presumably to insure that the king cannot gain too much power over all of the other clans. It's part of the law and customs. The king backing out and breaking these things is a big deal. This isn't just "getting the unwilling wife", this is succession and the future of their kingdom.

I promised my neighbor that I would give them a black slave. The black slave ran away, and now my neighbor wants to kill me. It's totally the black slave's fault.
