Do you by chance shave against the grain?

DA, but I have this same problem and do not shave against the grain. I just have really curly hair, and no treatments that I've tried for this problem have ever worked. If I'm not getting the hair permanently removed via laser treatment, they're coming back, and they're doing it painfully.

Just in case you're checking back, NO. I don't shave against the grain, and I've never found a way to prevent the ingrown hairs.

These days, rather than torture myself, I just keep a towel around my waist until I'm getting into the water.

Same sort of problem here, though not as bad. I use depilatory cream for my bikini line - less convenient and I go through a lot of it, but there's the same level of (depressingly quick) stubble regrowth as there is on my legs, which I still shave.

Okay by sight the day after I do it, if sandpapery to the touch, and bumpy for a few days after that. Not painful, but hardly attractive either.
