It was made by Touchstone, which is a Disney label.

And, actually if you look at the more recent merchandise, you'll see that Disney is just straight up putting its label on it now (which, again, it can legally do since technically Nightmare has always been a Disney property). I guess once it became popular, Disney decided to take credit for it.

Originally Disney put it under the Touchstone brand because they thought it would be 'too scary' for children. It has always been a Disney product, though. Part of the reason why they fired Tim Burton was because they felt the original LA Frankenweenie was too scary for children. They did eventually show an edited version on their channel during the early 90's.
