Maybe this will be regressive enough to end up actually pissing off some congressmen, and getting some well needed IP legislation.

I mean the reason you guys have a do not call list is because Chuck Schumer got called by telemarketers one too many times.

Ffffft, are you kidding me. It's the Congressmen who are supporting this shit. They've got a lot of corporate sponsors to please for when the re-election cycle rolls back around, so they make nice about shielding their profits and disguising it behind lawfulness.

Plus they're afraid of the internet. Remember the "series of tubes" comment? From an old Congressguy who cannot fully wrap his head around the interbutts.

That's... really, really unlikely.

I mean there'd have to be a hell of a lot of public outcry about this for it to happen, because the money is all on the side of incredibly regressive policies, and it's not like there's a principled commitment to a free Internet amongst any members of Congress.

I mean, even if there's some congressperson out there who really loves browsing the Web and downloading shit who gets dinged by this, they're still going to value the campaign contributions over their personal welfare - and this isn't telemarketers, who are fairly marginal and not that wealthy, it's all the content creators and copyright holders. The whole entertainment industry.
