I'm confused about what this actually does. The comments on the liked page suggests it will mostly go after torrenting and that it would be easy get around. If that's true, I'm not terribly scared, because I've never torrented anything and could find people to teach me the work-around if I did.

If it were strict enough to actually affect things like YouTube, Facebook, wikipedia, et al., and people could be punished for unknowingly accessing, say, copyrighted photos posted without permission that you didn't even know were there because you haven't scrolled down that far yet... that's scary, but it's not clear that is what will happen.
