No, but there's a pretty high correlation between first person POV and bad fic.

I'm presuming that's hyperbole and you're not actually suggesting that they don't exist? To see it done well is rare, I'll grant you, but there are some out there.

Present tense is ok.

FIRST PERSON present tense (or, worse, SECOND PERSON present tense) sucks.

It's not the tenses or the point of view that make a story suck, it's bad storytelling. You can have crappy first person past tense, and conversely you can have truly amazing second person present tense stories (I read a horror fic that I would link to if I still had said link).

This. I don't understand why people hold to such absolutes - it's like they're fic fundamentalists somehow. "All things that I do not like are wrong and therefore cannot be good - amen!"

Second person present tense works for Homestuck fic, since the comic is written in second person present tense, but it just feels really jarring to see second person present tense fic for other fandoms...

I think second person present tense is ok as a device. There's some interesting things you can do with it.

But first person present tense? *shudder*

Third person present tense sucks sweaty goat balls too. Tell the story, don't just rattle off what people are looking at. Fic isn't a gossip sesh.
