wow that is pretty bad, the shading is so lifeless.

depending on how young the artist is, I'd say it's pretty typical though of people just starting out in painting. they need a course in adding color to their highlights and shadows, and lessons in how skin absorbs light asap. unfortunately these are all things that run contrary to just clone tooling colors from a screengrab to paint, which just from this one piece appears to be what s/he is doing.
