I've only played the first trilogy (or rather, the second one chronologically), so I can't say anything about Emmy, but I've never really felt this way about Flora? I don't think she's an well-developed character, but I think she has a purpose beyond appealing more to females, even if that purpose is to be the daughter of some dude who--spoilers for the first game--made machine replicas of an entire village, or to get kidnapped by Don Paolo/whomever.
