Maybe where she lives, but there are still places where that photomanip would be considered CP, regardless of where the characters originated.

Yeah, but there are places where a woman showing a single scrap of bare skin is illegal so we'll just go with the more sensible option of accepting 16 as age of sexual consent like most of the sane world.

Depends on the culture, in cultures that extend childhood into the early 20s, yeah they are pretty immature. Some countries, first world countries too, hold that 16 year olds are adults capable of living independently, holding down employment, getting married, and a whole lot else. They teach their kids to become mature earlier and those 16 year olds are pretty mature.

Sixteen year olds can be capable of acting like adults, so that seems a safe and sane baseline.

Their brains haven't finished developing at that age yet, though.

There have been studies about it and they're simply more prone to evaluate risk vs reward situations and think of the reward as worth it, compared to people in, say, their twenties or their thirties, so they engage in more impulsive and risky behavior.

Now, that doesn't mean that all sixteen years old persons in the history of ever are immature risk-takers, but it does mean their brain's chemistry is not in their favor when it comes to making mature decisions, so the laws in some places are written accordingly to try and make sure they don't get hurt, to varying results.

You are over stating the cognitive development and drastically understating the cultural context in order to suit your agenda. The majority of sixteen year olds are capable of acting in a rational and adult manner.

Well, speaking for myself (Brit anon) I'm about as emotionally and sexually mature now at 28 as I was when I was 16. Make of that what you will.

People do develop at different paces, you know, sure some people are still immature at 16, but then some people are still immature at 28 and the fact is that whatever other factors you want to take twist to fit your sense of morals and narrow worldview, 16 is legal in the UK. It's the point we have decided that people are more often than not mature enough to make that decision for themselves. TLDR We are not America 2.0 so piss off.
