from what i can tell, this is mostly a fandom/internet thing.

i'm white, and the character i usually dress up as for halloween/costume parties/etc is black. at first, people aren't necessarily sure who i am, because my physical appearance is different than hers, but once they find out they think it's awesome i chose her because she's really cool and should be loved.

would i go to a con like that? hmm, probably not. i feel like some of the more race-conscious (or accuracy-conscious) people might be side-eyeing me for it.

and would i post those pictures on the internet? definitely not. if tumblr SJWs got ahold of it, they'd tear me apart.

so basically, whether or not it's a thing and what it means to people definitely depends on your audience.
