If the clothing design is based off Sami clothing, and Sami as a people don't have any obvious features like skin tone or hair color or eye shape, etc. that would distinguish them within the stylization of the animation ... what would they have done to spell out THIS CHARACTER IS SAMI? From the pictures you've included that character could very well BE Sami.

They should have named him Sami. Although, that would have probably caused some sort of problematic appropriation issue, so... I think there's no way out of this conundrum. Take off, nuke the site from orbit.

I haven't seen the movie, but just from the advertising I saw I thought this character was supposed to be Sami. Or else that Disney doesn't know Finnish from Norwegian from Sami from Estonian when it comes to traditional dress, which is probably more likely.
