I thought Kristoff IS supposed to be Sami.

I haven't seen the movie, so I don't know if it's explicitly mentioned one way or the other, but, yeah...he dresses in Sami clothes, Sami are distinguished by culture, not physical features, and Sami often have names taken from the dominant culture. Thus, my assumption would be...he is Sami.
