Elsa didn't lock up Anna.

Elsa locked herself up, and Anna was never restricted at all. She was isolated in that the castle never got any visitors or parties or anything, but otherwise, Anna wasn't locked up. Hell, during her First Time in Forever song, she was singing about having people over...and she was singing and dancing around the down as well as the castle, and it wasn't particularly remarked upon, so presumably she did actually leave the castle and on a somewhat regular basis (likely with guards around or something), if she doesn't sing about stepping out of the castle as a new experience.

Rapunzel was isolated from all of humanity save Mother Goethel, and never set foot out of her tower until Flynn came barreling in.

then why as anna so lonely that she was talking to the paintings?

Because her sister never talks to her.

why couldn't she talk to the people outside?

Because she probably didn't get to go outside all that often. She could have also talked to the staff (which, she probably did, but they were busy and couldn't just stop to chat).

It's why when she leaves the castle in "For the First Time in Forever," she's looking around and jumping place to place...you get the feeling she's not lost. She's not like Jasmine who was all "OOOOH Look at this!" Anna's seen this stuff before, just rarely.

Because it never occurred to Anna she could leave and no one TOLD her she could, which was more miscommunication than anything else.
