In my experience the quality of any fic in a fandom will be pretty bad as long as the quantity is small. The less people are putting their ideas out there, the less likely someone with the right ideas and the right ability comes along. I think that's the problem with OC fic, since it's so reviled not many people try their hand at it, and so there isn't that much.

I agree with everything you said, too.

Yeah ... except that that's not absolutely ironclad either. The Mononoke fandom comes to mind: not many fics or fanartists, but in my experience most of what is out there ranges from decent to spectacular.
