Nobody writes badfic on purpose. Well, besides trolls. But badfic is a fact of life. If you're really a serious writer, you would be doing your best to improve your writing, every day, instead of whining about being ignored like some entitled attention whore. Get a beta. Get multiple betas. Go through multiple drafts of your fic. Revise, revise, revise. Yeah, it's a lot of work. Yeah, you may not get it right the first one or two or twenty times. But if you're dedicated, you will get there. And people will comment.

Otherwise, do you really want people licking your ass over something mediocre? Cry more. This sounds to me like one of those people who preface their fics with "lol guyz i know this sucks but R&R anyway!" 10 times out of 10, it does suck. And no, I'm not going to R&R. Get over it.

...

Thank you for totally inspiring me to be in your fandom. I'll be sure to spam the comms with my writing, good or not, as soon as I'm done with Christmas requests.

Good. This fandom needs less people who are going to cry and leave because of a little criticism. The only way to get better is to keep writing.

The whole problem I have with the concept of comment-whoring is that it does nothing to convince me of an author's dedication to their writing. Comments are shiny, wonderful things, and interaction is one of the best parts of fandom, but you can't let that be the the be-all-end-all of your writing experience. On some level, you have to be writing for yourself. You have to be writing because you have so many stories in your head you can't get them down fast enough. You have to be writing because you think they're fantastic and you can't wait to share them. You have to be confident in your writing, you even have to be a little bit arrogant about it. Comments will come as a result of that, but they can't be the goal. Otherwise you are writing exclusively for an audience and your writing loses what makes it unique; it loses you.

Really, it's not always about becoming a better writer by writing fic after fic after fic after fic. Not in the beginning, anyway, because some people simply want to test the waters of fanfiction writing without having to go through the process that it takes to become a professional writer. And if they don't get some sort of notice, it tends to upset them. I'm not saying this is a good way to think, but it tends to be a common factor in most people period, the need for some sort of approval. A person who doesn't get so much as one comment of critique probably won't be too thrilled to try again, even to get better.

Of course, like you, I don't feel the need to baby writers by helping them become good every step of the way. But a lot of new fanfic writers tend to do the same way about the whole situation whether anyone likes it or not.

You seem to be implying that quality = # of comments, and if that's the case, you're terribly naive; there's a lot more that goes into if a fic receives comments or not.
