A complete failure of math as taught in US schools, I guess, when some people think 10% = 100%

But there are entire bad departments, too. It's one thing when a patrolman has a bad day and kills someone using excessive force. It's another thing when the whole department tries to cover for him. It's yet another thing when it's become standard procedure to shoot someone who was very little actual danger to you on a flimsy pretext.
In many, many police departments, we are way past a few bad eggs and well into institutional brutality.
