Doctor woes?

I'm American and living in the UK, and from America, I have a prescription sleep aid (after many years of struggling off and on with insomnia, and having no luck with "natural" aids like chamomile or the other non-prescription stuff you can get at any pharmacy). I'm getting low, so went to the doctor in the UK for the first time to talk about options. Turns out, they don't prescribe sleep aids here in 99.9% of circumstances, they prefer to send you to cognitive therapy or whatever. My doctor doesn't want to renew it, and couldn't resist a comment about Americans being overmedicated.
Now, I wasn't really interested in that debate, and I'm sure he has a point when he says in the US pills are usually prescribed sooner than they might be in the UK. But that doesn't stop me from being anxious about running out of mine. (what I take is also a mild anti-anxiety pill) I'm not too keen about doing the therapy or whatever either, I already know what my sleep anxiety issues are and how I'm supposed to cope with them. I don't have to take my sleep aid every night but I think I feel more secure knowing I have it. Maybe he's right and I shouldn't be on it, it's just disconcerting to have it taken away from me. I guess I should've considered that before, I just figured since it was prescription in the US it'd be a similar system here.

I've had to really "shop" around, try them for other issues first, avoid low income areas (!!), bring in my old box with one or two left (to show I'm not a desperate addict), talk eloquently and responsibly about how I really don't want to form a dependency and I'm so careful to take a half 2-3 times a week, am also getting therapy, have tried herbs, blah blah the spiel.
I used to go across to Asia quite a bit on cheap backpacking trips and was able to stockpile benzos from Laos, melatonin from Singapore, etc... but not suggesting that as a solution!!!
These days my insomnia is quite a bit better, but also I was able to switch to doxylamine successfully, which is available over the counter here and not addictive and in my case very little tolerance formed.

I don't know what I'd do if a doc refused to prescribe my meds. I actually tried (very slowly and under doctor's supervision) tapering off of them a few months ago and the result was disastrous. I had physical withdrawal symptoms as well as basically reverting to being a mental basketcase.
I'd love to have a time where I can come off them completely, but that time is not now.
Of course, if I knew I could afford therapy (right now I don't think I can) that would help a lot. But I don't think it'd be a complete solution.
