My feelings with both the World Cup and the Olympics is that some permanent location needs to be picked and permanent stadiums set up. Because as it stands now both of these are horrible for whatever country they end up in, particularly for the poor people. The Olympics location should be in Greece, though every country should contribute equally to building it. Not sure where the World Cup location would be.

Rather than do a permanent location (which no one would agree to - such a built in home-field advantage for a team (/home continent. If it's always in the same European country it's easier for other European fans to attend and puts fans in farther away countries at a disadvantage)), I think they should take advantage of resources already within the country rather than build something new. I know that they got some deserved shit for it, but I liked the scaled-down stadiums of the WWC this year. I'd rather they use what's already been built in a location than erect something brand new for the grandeur of a tournament that lasts a month.

To be fair that can be problematic, because it means that you're limited to places that either (A) have hosted the WC before or (B) are rich and big enough to just have a ton of huge stadiums lying around.

and maybe it would be for the best to limit it to those places, but it would be very politically difficult

Nice thought but Greece is utterly broke, there's no way they could financially manage to host a single Olympics let alone all the continued Olympic games for years tocome.

No, everyone puts equal money into it. No one country bears more of the burden. Greece would just be the ideal location for historical reasons. But elsewhere would work fine too.
