If the child is still young and undeveloped, the person attracted to them is basically attracted to child-like characteristics in someone who is a child. After all, some girls get their periods at age nine, and I would still say someone who lusted after them is a pedophile. The term is applicable, anyway, to someone who isn't in adolescence, so for simplicity's sake, at very least an actual teenager.

I mean, if a person still basically appears as a child then it'd be pedophilia for an adult to be into them but I guess my understanding is it's pretty uncommon in developed nations for 13yo girls to still be 100% prepubescent. If you're just talking about menarche then yeah that is a lot more varied.
