It's not that he misunderstands the concept of "strong woman". It's that the kind of woman you're describing is the kind of woman he wants to fuck. Same basic principle with Joss (slightly different details).

Don't forget Rian Johnson too. He, Moffat and Joss don't understand how to write women (or a good script)

It's a general trend in their writing - it doesn't mean that every single character they write is bad.

Also, I think Moffat actually writes 2 different female characters, and Amy falls into the other category from River and the one OP is talking about

I don't know the two righthand women (I'm assuming Sherlock?), but fuck you, River and Amy are amazing. And I happen to like sassy, snarky, and smart.

And River and Amy had plenty of flaws.

I see no reason to limit this criticism to these 2 men. A lot of people (men and women included) equate strong female character with "kickass" female character and not "well-written" female character. It's one of my biggest pet peeves.

Of course, a lot of people (men and women included) also throw around the term Mary Sue too much.

And a lot of people (men and women included) dismiss actually well-written characters as the wrong kind of Strong Female Character or Mary Sue for reasons such as internalized misogyny, hatred of particular writers/directors, or dislike of the actress.

I wouldn't call River Tam snarky, sassy, or overly aggressive. Yes, she was kick-ass but only when threatened. She was, rather: incredibly, incredibly intelligent, very very sensitive, an amazing dancer, and tragically damaged by life. Fight me on River.

But that type of character can be a strong woman. I haven't seen much of Moffat's other work, but I think he did a great job with River. And I still love Buffy, even if it isn't as progressive as some would make it out to be.

And the person who mentioned Rian Johnson, a better choice would be Abrams since he created Rey. I think Rey is on of the best things about his SW movie personally. But if you don't like this type of character, Abrams is more to blame than Johnson.

I think they might actually be somewhat based on his wife.

I mean they do sort of remind me a bit of Susan from coupling who was very much based on his wife, though I'd say she was sassy, snarky, assertive and put-upon.
