I think OP just means the sticking out part of an animal's face, not the cage-like thing people put on dogs.

Although I don't think the image looks like that either.

Imo it doesn't look like a muzzle (I think you may be leaning too hard on the rat furries) but I agree that I don't like that mouth style.

Is there a different picture of this character where she looks like she has a muzzle? You know, protruding jaw, maybe an overbite? All I'm getting from this one is sort of a "Bratz Doll's lesbian mom" vibe.

I don't think this looks like a muzzle at all, and definitely not similar to what OP posted as an example.

I thought "muzzle" in this context meant that weird dark area around Fred Flinstone's mouth, which I don't see here....

That's stubble, not a muzzle. Hanna-Barbara tended to draw a lot of their adult male characters with permanent 5 o'clock shadows.

Can't argue with that. You can tell it's facial hair because it's only the older dudes like Fred and Barney and George Jetson and Mr. Spacely that have anything like that going on and not the women or kids.

She's got a fairly big chin, but it doesn't say either 'rat face' or even 'Habsburg jaw' to me...

That’s what I don’t get. Usually, when people are referred to as having rat like faces, they either have receding chins or prominent overbites, and generally pointy faces. Not... big ole Charlie Brown heads like this one.
