They're not great but they're not the worst stuff from that era and they do have a lot of cool dragons and stuff so. Eh.

Um, yeah. Obviously, they're more sci-fi than horror. Are there people who argue the contrary?

Agreed. And honestly if they just leave out the plotline where dragonriders have to have sex while their dragons are having sex, other than that they are mostly fine. And that plot isn't really integral to things and would be easy to leave out of an adaption.

I see them on horror lists a lot. But honestly I never saw them as horror. It doesn't even feel cross-genre like the Alien movies or Event Horizon. Not scary enough.

I don't think they fit cleanly into either horror or sci-fi. Action blockbuster with horror and sci-fi elements is probably the cleanest description.
