Well, mostly I think it's because their audience wants to see the same movie over and over and they know that.

This is the reason, really. They wouldn't keep cranking out the same formulaic stuff if it didn't sell, and for many people, they don't want something too challenging or stressful. Hallmark movies are (I imagine, never seen one) a predictable comfort watch.

Yup. And there are that type of formulaism in other genres too, it just doesn't get judged quite as much.
