That seems pretty silly to me.

Should the same be true of US remakes of US movies? Why or why not?

For remakes in general, certain Oscars should be off the table unless significant changes in writing were made, yes. But my main issue is how a lot of US remakes of foreign movies are just worse copies of their originals. And those get praise while the original movies get ignored.

But that's not a remake problem. That's a problem with the Academy having bad taste and giving awards to bad movies. The Academy has made tons of terrible award choices that had nothing to do with foreign remakes. And because it's not a remake problem, you can't really solve it this way, either.

Also, are you actually mad about any movies other than specifically The Departed here?

I have to do my stupid email job so I can't get completely lost on Wikipedia, but a quick scan tells me that CODA and The Departed are Best Picture winners that are remakes of foreign films, and that's it for the last 50 years.

(It's interesting, actually, how few best picture winners are wholly original - a big proportion of them are novel or stage-play adaptations)

"certain Oscars should be off the table unless significant changes in writing were made" There are really only two Oscars for 'writing', and the only relevant Oscar for a remake would be Best Adapted Screenplay. And this century there have been about five films in total that were adaptions of other films, including a couple of short films.

"And those get praise while the original movies get ignored" I mean, yes, in America, and I guess if the movie is up for best picture, the wider english speaking world. As Bong Joon-ho says though, “The Oscars are not an international film festival. They're very local.”
