It's straight up copied from Australian policy that was scrapped in 2014 because people were threatening new mothers and taking their money. It was replaced with a weekly payment over 14 weeks which does in fact improve outcomes for early childhood because it relieves significant financial stress. But also...we have national healthcare and paid maternity (and other parental) leave.

Thank you for addressing the fiscal issues. That was what had me going wtf.

We don't have universal health care, paid leave, child care, and we're in a housing crisis that combined with inflation and tariffs, I'm gonna go ahead and refer to as a recession. .. like, if the issue for people is financial (and apparently, for many young couples, it is), this is a ridiculously inadequate monetary incentive.

I’m pretty sure the point in copying that is to encourage the most privileged couples to reproduce. The 26-32 year olds who already have a mortgage (half of whom would have it at the best rates in the history of the country), have high salary white collar jobs with baked in maternity leave (and maybe some with paternity leave but that would actually be considered a bad thing in this administration), oh and don’t forget they come from wealthy parents and have the best and newest of everything. Because naturally they are going to produce superior babies.
