I don't have a rule about it or anything, but I usually skip over these because they pretty much give away the entire plot before you even start reading.

"Will Rarity ever find her true love?" Gee, I wonder :|

How is that any more revealing than "Rarity discovers her true love" or "Character A/Rarity."

I admit the question format can sound trite at best but it does what a summary is supposed to do.

It's not, but the thing is that nobody would ever write that; instead they ask a question to make it appear more ambiguous. It has the exact same effect, that's why it's so annoying.

I don't think most people who write that are trying to make it sound like a great mystery or think they're pulling the wool over anyone's eyes. Most of them are just mimicking what they've seen other people/book covers/movie trailers do. Use a hook to try to convey information. Going by how many people I see struggle to summarize stories, I generally applaud any effort to convey specific information.

Also, it can be used to set a tone. "Will Rarity ever find true love?" Implies, perhaps, that Rarity is actively searching for true love. Whereas, "Rarity finds true love" could mean that it just falls in her lap.

but the thing is that nobody would ever write that;

I think I might be reading this wrong? I do write "Rarity finds true love, Rarity/Character A" type summaries all the time and see them all the time, so...

Just as a counterpoint, sometimes the plot isn't hurt by being spoiled. For example: "Barry was unworthy of her lowest attentions, so why did she sleep with him?" Knowing that there will be fucked-up-yet-consensual porn is actually an enticement (to the right audience).

You know, I think "why" questions are a lot more effective, but in my observation, they're very rarely used. It's almost always "Will Bob reveal his feelings for Stan?" or "Will everyone get out alive?" or some such.
