I totally understand, though, if you're just not willing to deal with that level of discomfort (at least initially).
Have you tried other bra styles in the size that was recommended to you? Maybe one without an underwire?

I really hope you find something that works for you. I know how irritating it can be when nothing is fitting correctly.
I also have friends who have tried that Genie bra that is always being advertised on TV, and they love it. I haven't tried it myself, but it's gotten good reviews from several friends. That one has no underwire but is supposed to be really supportive.

I'm not quite sure what you mean by "overbust". Usually you measure around your chest RIGHT below where your breasts are, where the band will sit. You want to breathe out and basically make yourself as small as possible when you take that measurement (according to this site (http://www.herroom.com/bra-fitting-advice,901,30.html)) and round up to the nearest whole number. Make sure the tape measure is parallel to the ground.
Then you measure again, again with the tape parallel to the ground, right where your nipples are. Don't squeeze it tight, just have the tape taut.
Then you subtract your band size from your breast size and how many inches difference there are gives you your cup size-- GENERALLY.
Bras are like shoes. It's not just about the size of them, it's also about the cut of them, the shape, so what fits you well in one size in one style/brand may be too big or small in another. You will have to spend some time trying them on.
So you want a band that fits snugly (but isn't cutting off circulation; it will likely leave a bit of a mark when you take it off but it oughtn't leave a great red welt), and it should fit snugly when it's on the loosest set of hooks. If you need to tighten it up past there then go to a smaller size. That way, as the elastic stretches out, you can move to tighter hooks. Incidentally, all bras should be either drip-dried, or dried on low heat; it's the heat of the dryer that makes the elastic deteriorate.
The cups ought to contain your breasts nicely without spillage over the sides, or wrinkles in the fabric. Wrinkles mean the cup size is too large (or the cut is wrong); spillage means the cup is too small. You shouldn't have any spillage anywhere, even under your arms, and the straps should not dig into your shoulders. If a bra doesn't wrinkle or have spillage or dig in but still just isn't comfortable, then try a different cut. If all our tits were the same shape then bras would be easy! :-) But they aren't, no more than our butts are, and you have to try different styles the same as you do jeans.
Me, I cannot stand underwires. >< They dig in, and hurt, and I have only ever found ONE bra in my life that had an underwire that was comfortable-- and then the wire got bent, and no matter what, I couldn't make it right again. Ended up taking them out, but the bra didn't sit right without it. So maybe look into no-underwire bras. You don't have the same selection, but I certainly find them a lot more comfortable!!
I'm really puzzled by what you mean by "bust" and "overbust" though. "Bust" usually means right at the nipples, and to me, "overbust" means a corset that covers the tits over the nipples, if not higher. I've never heard of it in relation to any kind of a measurement. So I'm not sure if you have 1" of difference (which would be an A cup) or 2" (which would be a B cup).
Keep looking, and don't get discouraged! It took me years (decades, even) to find a bra that was both comfortable and made my tits look good, but I did it-- and with a $20 bra from Fields, too! I own five or six of them now. Once you do find one that fits, buy a few of them; the last thing you want is to go in to replace your favourite bra only to find that the line has been discontinued!
