Like, sure often it just is laziness, but there are lots of other reasons not to leave a comment. For example if the story is long finished or if you simply don't have anything to say besides "Cute." or "I liked this.". Of course it's easy to write that, but then one starts to wonder: "Shouldn't I leave a longer comment?", "Will this sound stupid?", "Should I post anonymously, because of what people think of me based on this three word comment?". Even when I had something to say, I often didn't either because I feared offending someone or because I felt selfconcious about my English.
So really, I understand everyone who doesn't leave comments. But I can tell you that I am a lot more likely to comment on a fanfiction, if the author responded to the other comments. Also I think it helps if you state somewhere that you really want comments. Not begging, just clarifing that you would be happy about any kind of feedback (analysis, concrit or short comments). Because if you say your happy with short or long comments and answered to everyone before, people are less likely to get nervous about the kind of comment they leave.
