-She would have had to telepathically get at least three other people to vote with her.
-She would have had to get them to agree to let her be the one to kill Snow.
-They would have had to have given her a long-range weapon to kill him with.
-Coin would have had to be in attendance.
-Coin would have had to be unguarded and not wearing any kind of body or head armor.
-Coin would have had to have been in range of a long-distance weapon.
All of these small coincidences would have had to perfectly line up in order for Katniss to have her ONE chance at killing Coin, assuming that it was all some big plan from the beginning. It would have had to have begun with them giving Katniss permission to kill Snow, which was BEFORE Coin caused Prim's death, so the details of this just do not make ANY sense to me whatsoever.

1) Katniss was next to last to vote. She just had to get Haymitch to agree. She narrates/thinks that she hopes Haymitch is like her enough to understand her vote (with the clear implication that he understands what she's trying to do). These are actual words in the novel.
2)She already had this promise. Not only is part of her negotiations with Coin when she becomes the Mockingjay but Gale confirms it right before the vote. Regardless of Prim, that promise was made public so everyone already thinks Katniss is going to kill Snow.
3)Gale confirms it by giving her an arrow, indicating that it's to the be the last shot of the rebellion. So she already knows there's going to be a long-range weapon, before the vote.
4)By giving her the arrow and indicating its significance, he indicates that it's going to be public. The new leader attending the public execution of the last leader shouldn't have been in doubt, let's be real. It's public. The entire point is that it's the end of rebellion. It would be ridiculous if Coin wasn't there.
5)Now this would be difficult to predict. But the only person who would have a weapon, lbr, is Katniss, which is probably why she tried to make Coin think she was in line with Coin's ideologies and dedicated to killing Snow (by voting for the Games and by giving Coin a rose to pin on Snow). Although again, it's in public. It would be weird for the victor to seem to need a great deal of protection, and even so it's doubtful her face would be covered, since it's in public.
6)It's probably televised, which means that she would have to be close to where Snow and Katniss were anyway. However, even if it were not, both Katniss and Coin would have to be in view of the crowd and Snow, which would ensure that Coin would be in Katniss', a master archer's, range. Ancient arrows can go 200 yards or 600 feet pretty easily and I don't think Katniss' bow would be the one she makes at home.
So you have two and a half major coincidences or the last three (I don't think 4 is negotiable, but it wasn't necessarily certain), would have to line up. But frankly, the fact that was public would ensure 4 and 6 for me. 5 would be the only question.

By yes, I meant yes to the new Hunger Games. Which occurred literally right before Snow's supposed execution. So 3/6 coincidences were already met, and the others were pretty much going to happen.
