I don't know. I vote for them both being problematic. But at least River/Doctor is based on mutual respect and liking for each other, they are both mentally healthy, and they bond over shared meals and adventures. Sure their timelines are fucked up in respect to each other, which makes it rather hard to have much of a relationship together, but what they had, they both seemed to mutually enjoy.

Sometimes I think fandom forgets that the Master is a psychopath, who opposes pretty much everything that the Doctor values, hurts him and those he's closest to, and basically the only thing they share is their planet of origin. The only relationship there is mutual obsession and the Doctor's rather contrary penchant for giving the people who hate him an infinite number of second chances. (Whereas if you actually like the Doctor, one strike and you are out!)

IDK, I think the Doctor and the Master share a hell of a lot more than a planet of origin, particularly in Three and Ten era where the Master is written as a nasty mirror image of the Doctor. But in the midst of all the shipping and woobiefication, fandom tends to lose sight of the fact that the Master is an evil little shit. Whatever twisted affection he may have for the Doctor deep down, he has no desire to express it except in the backhanded form of nonconsensual bondage and plots to conquer or destroy everything the Doctor loves.

Maybe he's trying to get everyone to like him, and you're not a priority once you already do? Hmm, plausible, but I'd like to think he has a bit more emotional maturity than that.
