She continuously exercises poor judgement and reckless, almost downright suicidal behavior (especially when she goes to save Hannibal from the pigs. Realistically she should have not survived that experience, and in the novel she does nearly die from an overdose of tranquilizer) Add a big dose of loneliness and you've got a recipe for disaster.
but tl;dr Thomas Harris in my opinion purposefully left it in a VERY grey area so the reader could come up with their own interpretation.
