Hmm, I have a friend who would be very interested in a show about a bunch of women with male swimmers' builds.

I'm not sure how these guys "don't act like guys" though. Can you define how guys act without stereotyping and perpetuating strict gender roles?

This reminds me of when people say a female character is just a "man with boobs" because she doesn't, I dunno, bake enough cookies and crotchet enough sweaters for the menfolk or something. Non-masculine dudes are still dudes. They're just not the kinda dudes you wanna see, and that's okay. Although I wonder who looks at something that was clearly built from the ground up to pander towards a young female demographic and expects to see manly manliness everywhere.

So, OP: What are your suggestions for making them act more like stereotypical male Japanese teenagers? Because see, I don't know any large groups of male Japanese teenagers and so I don't really know how they are supposed to act? "Not like that" isn't really very detailed information. While I agree that their behaviour isn't exactly stereotypically male, I'm not exactly sure what's supposed to be so particularly female about it? At least in the realm of anime personality traits, they always read fairly... neutral to me.

femininity in Japan

let me tell you something I was once told by a Japanese coworker of mine: in Japan, it's MUCH better for a guy to seem "girly" than for a girl to seem "manly". After she said this, the rest of my coworkers, male and female, all nodded in agreement.

The question had come up when I was talking about one of my students, who had recently come back from studying abroad for a semester in America. In Japan (at the time) it was very popular for high school/college boys to wear headbands in their hair. Some of those headbands could be pretty OTT in decoration, including glitter and whatnot. In the US, that's not something you would likely see a boy wearing. This boy came back to class and told me that he went to school wearing his headband one day and had been laughed out of the classroom and called a "fag" for the rest of the time he was there.

My point is that femininity is not always the same thing to everyone, and a lot of things that are considered "girly" in America, at least, are considered unisex in Japan.
