Yes, it's a cosplay style called animegao kigurumi (full-body anime costumes). And it is creepy as hell, IMHO.

I think those "real anime" cosplays are ugly at best. I don't think, say, a 3D statue of an anime character is weird. It's the combination of the feature-less face with cheap shiny Halloween wig. Blegh.

Can they be creepy cute? I guess, like a lot of cosplay stuff and even the Disney performers, a lot will come down to just how the performers play the part.

I think they're kind of cute myself, OP. I'm not sure why that particular style of mask/costume is creepy to so many people.

It isn't, it is just group hysteria and bandwagon jumping. You ever notice how if you get one kid in a class that is scared of something then pretty soon all the other kids are scared of it too even if they weren't before? Same thing in fandom. In this case it was the "lets pile on the weeaboos" bandwagon during the anime explosion. Most people have no problem with that sort of costume performance at Disneyworld, or in parades, or in mascots for football games, but mix it with anime and the result is hysteria and people lining up to say how creeped out they are.

They don't creep me out so much in pictures, I do find them odd though, seeing people dressed like this in person however was creepy.

I'm indifferent to them, but one thing I recall about it is that they are REALLY expensive.
