He controlled their aggression through promises of salvation in the afterlife and through narcotics, he took the most beautiful women for himself in order to preserve and rid his bloodline of illness. His entire kingdom was one gigantic megalomaniacal dictatorship meant to preserve only the best resources for himself and his kin.
But I can see why you would like him as a villain. You can't have a good ole' explosion filled action movie without a good villain.

He kept women prisoner to forcebreed a "perfect" (read: genetically superior) son.
Women who, mind you, repeatedly risked their lives throughout the movie to get away from that system.

But he wasn't breeding for a genetically superior son. It wasn't Hitler in that way. He was gunning for a non-mutated, cancer riddled son. A healthy one. That's it. A healthy kid. Mad Max's world is suffering from fall out radiation everywhere. That's one of the reasons why things have stopped growing in lands that were once green and lush. Why people like Nux has tumors on his neck. Why the women were holed up in that biodome. They were given clean air, water and food. They were being protected from the elements in the hopes that they would produce healthy babies. (This last part was in the latest issue of the Mad Max comic written by Miller, himself.)

And Joe was a good villain. (Loved, loved loved his design.) But I don't agree he was running things well. He was a dictator who had fashioned himself a god. He ruled through fear and blind devotion. That's not how you run things.

Fury Road was a big dumb movie that feels like it read Butler, Tepper, and Miller.
Age of Ultron was a big dumb movie that skimmed Gibson and Sterling in college.

From his own standpoint - yeah, he was doing rather well.
The problem, of course, was that he treated people as objects and commodities - be it as a brood mare, or a (child) soldier, or a blood bag. And we generally frown upon that in civilized society.

He also certainly ran things very well for himself, for others, not so much. :P
But either way you like who you like, that doesn't make you a 'bad x' for doing so.
