But no matter how rarely you go on, or at what times, you can always scroll down your dash until you reach the place where you left off.

It's so weird to me that apparently a ton of people don't bother to do this. Not saying it's bad, just...it's such an alien mindset. Was it a big thing in the heyday of LJ too, and it just didn't get talked about, or is it a real cultural shift?

Depending on how many people you follow, it's easy to miss things. I only follow a handful of people, so it doesn't take me long to get caught up after being away for a week. Someone else might follow a couple of hundred blogs, so they don't bother to go back and look at what they missed, assuming that they'll catch anything interesting upon reblog.

Well time-zones are a thing and not everyone keeps up with their dash throughout the day, also I really can't bring myself to care about someone reblogging their post later in the day(even if I've already seen it). Like just scroll past man.

I'm ambivalent about this one. I agree, because it simply makes me feel a bit weird seeing it. A bit like bragging, or maybe being a bit too eager. Otoh, if they made something cool it's only natural they'd want to share. It's sort of annoying, because it's a repeat post, but then how often does the same gifset or meme or whatever get reblogged and you just scroll past it. In the end I don't think I'd do it myself, but as long as it's just that one repeat and not endless reminders, I don't mind.

While Tumblr activity statistics aren't as robust as I'd like them to be, they do give some indication of when a given blog gets its notes. A person who shares their content would have a pretty good idea of what gets liked/reblogged when, so how can you blame them when they tailor their posts to maximize exposure?

It's not so much the reblogging it again and seeing the post again that bothers me. I do follow a lot of people on Tumblr and see plenty of duplicate posts. It's more the sentiment of 'Hey, look what I did, LOOK LOOK.' That's what bugs me about it.

I hate it when people reblog themselves frequently, for any reason. Some people are going to miss out on your posts, it's not the end of the world. I think it just alienates the followers who DO keep up with their dashboard regularly.

It doesn't bug me as much as it does you (at least, not if it's one or two reblogs, but if it's seven in one day...no), but here's a practical suggestion: use tumblr savior or xkit to block the words "reblogging for" and, depending on your settings, those posts simply will not show up on your dash or will show up much smaller and you can then choose whether to click on them or not. I follow 134 tumblrs at the moment and there is no way in hell I would be able to if I didn't have tumblr savior and xkit saving my sanity.
