I'm pretty sure some people will criticize this secret, but I think it's sweet.

Yep, of course. While it's a sweet sentiment, not everybody needs to get a gold star just for participating. I don't care how hard a person worked, if what they wrote is crap, it's crap. If they want constructive criticism that's a different story. Then I can see saying, I liked this part of it, but here's what you can fix. Otherwise, nope.

it's not pity to recognise someone's effort deserves positive feedback

if I saw a bad fic that someone obviously has worked hard on i'd want to see what they can do once they combine that hard work and enthusiasm with skill (which requires practice, so...)

It's perfectly possible to leave a positive, encouraging comment on a mediocre fic without lying. Finding one part of the story that interested you or you thought was cute and commenting on that, for example, or even a plan "Good work! Hope you write more!"

Based on point B, I don't think it's about pity. I think it's about recognition.

If you're putting your heart into something, I think you've definitely earned someone saying, "hey, I see you."

I think it's a nice thing.

For fanfic writer's appreciation day thing I sorted through some rarepair fic in my fandom and left a kudo on them. It's just a tiny thing, but I'm sure people have given kudos or comments for much worse reasons.

When I first started graphics making, I got a few compliments. I greatly appreciated them and they encouraged me to keep working on it. Looking back at those icons now, oh god, they were bad. But if no one had commented at that stage, I think I would have gotten discouraged and given up and not gotten to the point I am now where I am at least decent, with some really good moments.

I think the same would apply to writers. The ones who are just starting out might not be that good now, but if they get encouragement and keep practicing, they might become good. So I think you are doing a nice thing here.

I do this too and I don't see anything wrong with it. I mean, I never outright lie to an author; I just find an element of the fic that I find interesting (even if it's not terribly well executed) and talk about it and encourage them to keep writing.

Thank you, OP. I know I'm late to the party, but I just had to say something. Sometimes just a nice comment is what will help a writer who might not have many reviews/comments/kudos think their work is appreciated.
