She does everything short of actually saying the words "I'm in love" about him. She's very shy about it, but she hints at it and accidentally says things to almost give it away and then backs away with lots of "oh I shouldn't have said that out loud teehee!" moments. It's much more than just the assumption left to the player that they're best friends of opposite sexes so it's obvious that they're in love even though it's really not (well, it's obvious that she's in love with him. He seems to see her as just a best friend).

I know that not actually saying “I love you” is a running thing in the Tales series. I’m not exactly sure why, but it’s cropped up in every Tales game I’ve played long enough to tell if there WAS a love interest. But if the writers have her declare her love for everyone else, you’d think they could have her spit out that she loves the MC.

I'm not in the fandom, so my only information here is coming from your description and the screenshot, so please take this with a grain of salt. That said, the dialogue in the description doesn't seem like it's quite the same thing as the usual het-male-protagonist-flirting-with-waitresses trope that you're portraying it as. At all.

100% canonblind here but just from reading that line, that seems pretty gay to me. I'd feel the same way if it were a male character saying the same thing about other guys. I'd be inclined to think she's bi because I'm sorry, I can't read something like that and think the character is totally and completely straight.

I'm pretty sure that you're getting OP's argument slightly wrong (and I only mention it because I 100% thought the same thing at first).

OP isn't saying that a male character would say this to other guys. OP's argument is that a male character would say this to women, and that fandom would nevertheless overlook that and say that the male character was interested in men regardless of that fact. So therefore (per OP) the fact that the female character is saying this to other women doesn't mean that she's interested in women; if a male character could say it and still be interested in men, this character can say it and still be interested in men.

I think that's more what OP is saying.

can I just say how much I HATE that "imagine being this___" or "imagine hating ___ this much!1!!" bullshit?

90% I see it , it's a lazy response by some tumblrfucker who can't imagine ANY point of view but there's without some ill intent being involved, and everyone who isn't a bad bigot must see things THEIR way.

As someone who has enjoyed actual in good faith debates in fandom, it infuriates me so much because its just an abject refusal to listen. And sure yes there are SOME arguments we shouldn't bother entertaining (neo-nazis, bigots and actual fucking child predators can go to actual fucking hell) but too often I don't see them on those.

I see them on arguements where there IS nuance but one side just cannot acknowledge that the issue at hand is more complicated than "I'm obviously right"

ex: "you're not going to get ALL r34 off the net, we should focus on proper nsfw tagging and hiding it from minors." "IMAGINE HATING CHILDREN THIS MUCH!1!!!1!!1!!!!"

I don't know this series but: is the protagonist a male whon others can self-insert as? Because I've noticed this is a thing in anime-related media where girls can flirt with other girls but once they start flirting with another guy who is not the self-insert, fans (usually otaku who waifu the girl) will flip their shit.

Well, he's not a silent/customizable protagonist; he has an actual character that's just as developed as the others. But yeah, I think he's supposed to be the one players are supposed to relate to and I very much know what you're getting at. It's exactly that kind of situation. The girl flirts with everyone for fanservice because it's just cute and not serious. She gushes over some of the other male characters too, but she limits it to their mental and physical capabilities. She never talks about how good-looking they are or says she's in love with them.

Welcome to fandom nowadays. There's a f/f pairing that's popular in my fandom, and even though each of the ladies had canon relationships with guys, everyone screams about how they're lesbians. It's ridiculous. At least say they're bi, come on.

Seriously. It's a really gross double standard that when a character does something like that towards a character of the opposite sex it will immediately be taken as being a canon declaration of love, yet if they do it towards a character of the same sex, no, it's just admiration or really strong friendship, no homo!

They're not real love confessions. They're JOKES. It's very common for female characters to say they're in love with female characters as a joke without being intended to be non-straight. You must know the stereotype that wlw are nonthreatening because they "really" only like men. This kind of joke is what happens when things are written by people who believe that stereotype. You don't have to like it, but you have to admit that's the intent behind what's going on.
