I think the point isn't so much what you're suggesting as it is more...the fic writer taking the time to think through possible problems and addressing them in the fic itself, if that makes sense. So setting it in a place where less ID would be needed to live a life like you're suggesting would be one way of getting around the problem. Or having someone obtain black market identification or play up the amnesiac card or whatever.
