For me, her approval of Cinna and dislike of Effie made sense. Cinna was very sympathetic toward her circumstances, whereas Effie was not. Effie was not a terrible person, but she's an immature adult, turning a blind eye to the travesties the Capitol wreaks and lives in her own little world (which is similar to how Cinna's helpers act, and Katniss doesn't like them at first either, but they eventually grow on her, and she ends up rescuing them).
Also, I'm much closer to my mother than my father, so I've never really related that much to "daddy's girls," but Katniss' idolization of her father and cold opinion of her mother make sense. Katniss' father died when she was very young, so she's probably only going to remember good things about him. Her mother, on the other hand, completely shuts down after her father's death, when both Katniss and Prim were very vulnerable, so it makes sense that she would be a bit cold toward her. However, she also ends up becoming closer to her mother and admiring her talents and capabilities when it comes to being a doctor.
Katniss' hatred of the Careers also makes sense, imo. People have a tendency to dehumanize people and to treat them as "others" in times of war and strife. Katniss never struck me as the character who analyses things. She goes on gut feelings, and what she thinks is wrong. Another character would immediately be able to see that the Careers are also to be pitied, but it takes her a bit longer to realize this.

And some people claim the narrative is supportive of her wrong choices, but the whole story is told in present tense through her point of view. We're seeing the story exactly as she sees it at that moment, so of COURSE the narrative isn't going to condemn all of her mistakes.

I know a lot of people don't like the 3rd book as they don't feel for Katniss, but I thought it portrayed someone with PTSD well. Katniss is a young girl thrown into war and has little control over her circumstance at the beginning. She's not perfect, but she's trying her best to survive and protect the ones she loves in a world that has been built against her.
